Preliminary statewide collection lists

Please note that this comment form is for the purpose of submitting a comment to the Washington State Department of Ecology.


Ecology is soliciting comments on the preliminary statewide collection lists, developed under chapter 70A.208 RCW.


The Recycling Reform Act is a law passed by the State Legislature in 2025 to improve Washington's residential recycling system by creating an extended producer responsibility program for residential packaging and paper products. This law directs Ecology to develop four statewide collection lists identifying which packaging and paper products are appropriate for residential recycling, residential composting, public place recycling, and alternative collection. 


The preliminary collection lists are now available for public review and comment, through August 19, 2026.
