Ecology's environmental justice assessments

Washington’s Environmental Justice Law, also known as the HEAL Act, empowers Ecology to conduct environmental justice assessments when planning significant actions.

On July 1, 2023, we are required to begin environmental justice assessments on the following actions.
  • Developing certain agency rules (also called significant legislative rules).
  • Adopting or developing new grant or loan programs.
  • Designing or awarding capital projects, grants, or loans of $12 million or more.
  • Developing agency request legislation.


We want your input
We welcome your comments and thoughts on:
  • The above list of significant agency actions.
  • Other types of Ecology actions you think would benefit from an assessment starting in 2025.
  • How you want to stay informed as Ecology does this work.

We will use your input to help inform decisions on conducting assessments and how we communicate and engage with you. To follow along with us on this process, you can check our  webpage or sign up for email updates.
