Washington’s Environmental Justice Law, also known as the HEAL Act, empowers Ecology to conduct environmental justice assessments when planning significant actions.
On July 1, 2023, we are required to begin environmental justice assessments on the following actions.
Developing certain agency rules (also called significant legislative rules).
Adopting or developing new grant or loan programs.
Designing or awarding capital projects, grants, or loans of $12 million or more.
Developing agency request legislation.
