Spokane Regional Clean Air Agency SIP Revision
Ecology is seeking public comments regarding the incorporation of updated rules adopted by the Spokane Regional Clean Air Agency (SRCAA) into the Washington State Implementation Plan (SIP). The revision would incorporate rule updates to SRCAA Regulation I that were adopted by SRCAA on June 1, 2023, and went into effect on July 15, 2023. No new rules or changes to existing state or local regulations are being proposed.
The proposed revisions would incorporate SRCAA's most recent air quality regulations in the SIP, which apply in SRCAA's jurisdiction of Spokane County. The Clean Air Act (CAA) requires Ecology to submit SIP revisions to EPA to ensure that SRCAA's rules are federally enforceable. The new regulatory language adopted by SRCAA includes updated references to the Revised Code of Washington (RCW) and improved consistency with state rules and regulations, the removal of obsolete regulatory language, and other revisions to improve formatting and clarify rule text.
The SIP is a collection of state and local regulations that shows how the state will attain, maintain, and enforce National Ambient Air Quality Standards (NAAQS) and other requirements of the CAA. To update state and local regulations in the SIP, Ecology submits SIP revisions to EPA for approval. EPA approval of SIP revisions outlines which regulations are enforceable in federal court under the Citizen Suit provision of the CAA.
